Software conflict with SVG Viewer and the “HP Smart Web Software” being installed with new computers or found online as a download.
The wiring diagrams print out on 1\2 the sheet of paper, the print out looks like a screen shot with the SVG header and parts of the background of the desktop.

(Using your mouse you then select the precise text you want to print. This text or graphics is then held in a “clip book” displayed on the side of your web browser, for easy printing.)
You can Disable the Software but that will not fix the Issue.

Un-install the HP Smart Web Print software from the Add/Remove Programs. Close and Open the web browser and test the wiring diagrams.
